Responsibilities
Mr. Gaff is President of Alliance Land Planning and Engineering, Inc., and is responsible for the daily operation of the firm.
Prior to founding Alliance Land Planning and Engineering, Inc., in 1992 Mr. Gaff held the position of Vice President/Project Manager for a San Diego Civil Engineering firm.
Mr. Gaff is involved in all aspects of land development studies, site development planning and value engineering. He provides constructive analysis and supervision in the transition of site planning proposals into design and construction drawings.
Mr. Gaff specializes in creative hillside grading techniques and innovative alternatives to constrained development.
Mr. Gaff has over 40 years industry experience in surveying, civil engineering, planning, design and management of both private and public development.

Responsibilities
Mr. Whitteker is Vice-President of Alliance Land Planning and Engineering, Inc. and has 20 years of experience in all facets of land development civil engineering. Mr. Whitteker provides direct design supervision of civil engineering plans for single-family, multiple-family developments, and for industrial and commercial projects. He is also responsible for the design and preparation of public/private grading and improvement plans as well as for processing and coordination of plans through various public agencies. Mr. Whitteker’s project design experience includes project entitlement, tentative mapping, mass/fine grading, street improvements, sewer and water systems, storm drainage, hydrology studies, hydraulic calculations, site layout, and field inspections.

Responsibilities
Mr. Vroom is a Vice President of Alliance Land Planning and Engineering, Inc. and has 15 years of experience in all facets of Land Development Civil Engineering. Mr. Vroom designs and supervises the creation and completion of tentative maps, rough & precise grading plans, hydrology and water quality reports, as well as all infrastructure improvement plans and final project certifications.
Mr. Vroom is also responsible for all project survey crew and field construction coordination. Mr. Vroom’s experience includes all stages of design and construction for residential, commercial, office/retail, industrial and special use (maintenance yards, park sites and church sites). Mr. Vroom has an extensive background in hydrology and water studies, as well as State Water Resource Control Board standards and requirements.
